Cybersecurity and Infrastructure Security Agency (CISA)
Patricia A. Soler, Ph.D. is the International Team Section Chief within the Joint Cyber Defense Collaborative (JCDC) of the Cybersecurity and Infrastructure Security Agency (CISA). She joined CISA in March of 2021 and is responsible for operations and the sharing of actionable technical information with CERTs overseas.
Before joining CISA, Dr. Soler was the IT Governance Director for the Office of Public and Indian Housing in the Department of Housing and Urban Development. She was also responsible for the modernization of various IT systems used to disperse funding to public housing authorities and tribally designated housing entities. This funding is used to house some of the nation’s most vulnerable populations.
And before joining the federal government, Dr. Soler taught courses at Georgetown University while completing her Ph.D. in Latin American Literature and Cultural Studies. She has lived and traveled extensively in Latin America, Brazil, and Spain.

Betsie Chacko
Betsie Chacko is the Associate Director for International Affairs of the Stakeholder Engagement Division at the Department of Homeland Security (DHS) Cybersecurity and Infrastructure Security Agency (CISA), where she fosters cooperation with international partners to protect U.S. critical infrastructure from physical and cyber threats and improve global cyber and infrastructure security capabilities. Prior to joining CISA in 2020, she served as the Senior Cyber Policy Advisor at the Office of Policy within the Department of Homeland Security (DHS). In this role, she worked with DHS components, interagency partners, and international partners to identify and build areas of cooperation to protect critical infrastructure, combat cybercrime, respond to cyber incidents, and help strengthen the security and resiliency of the cyber ecosystem.

Betsie has been with DHS for fifteen years and has worked on a variety of initiatives, from helping American parents adopt children overseas to working with federal and local leaders to be ready to respond in the event of a nuclear/biological incident. Her roles included serving as a Policy Advisor to the Assistant Secretary for Health Affairs, where she worked to strengthen pandemic and emerging infectious disease preparedness efforts within the Department. She also served as Deputy Director of the Interagency Modeling and Atmospheric Assessment Center, where she coordinated the official atmospheric modeling efforts and response for the United States government.
