2 methods are covered on how to get property lines into Google Earth by either importing the GIS map boundaries as an image overlay or drawing the lines using coordinates. Drawing by using coordinates is much more accurate.

Importing a survey plat can also be done as an image overlay. It is then possible to drop placemarks where survey pins or monuments are located and then go find said pins in the real world.

Once the steps above are done you can then export the shapes and drawings as a KMZ or KML and then open it on your phone inside Google Maps or Earth. Walking the property line and locating survey pins can then be accomplished.
