About us Long Beach Community Action Partnership:
Long Beach Community Action Partnership (LBCAP) was founded in 1979 as a 501(c)(3) nonprofit community benefit organization. LBCAP is one of 1,100 community action agencies in the United States, established under the Federal Economic Opportunity Act of 1964 to fight America’s War on Poverty. LBCAP is committed to to providing dynamic pathways to self-sustainability for low income individuals and families through community resources, and strength-based leadership; assessing the immediate needs of the community, LBCAP coordinate and mobilize comprehensive training and technical assistance vital to building and sustaining an enriched community. The agency provides a wide variety of free services to residents of Long Beach living in low-income households who have experienced educational, social, or economic barriers to self-sustainability.
WHAT IS A COMMUNITY ACTION AGENCY:
In the United States and its territories, Community Action Agencies (CAA) are local private and public non-profit organizations that carry out the Community Action Program (CAP), which was founded by the 1964 Economic Opportunity Act to fight poverty by empowering the poor as part of the War on Poverty.
CAAs are intended to promote self-sufficiency, and they depend heavily on volunteer work, especially from the low-income community. The Community Services Block Grant (CSBG) is the agencies’ core federal funding. Agencies also operate a variety of grants that come from federal, state and local sources. These grants vary widely among agencies, although most CAAs operate Head Start programs, which focus on early child development. Other programs frequently administered by Community Action Agencies include Low-Income Home Energy Assistance (LIHEAP) utility grants and Weatherization Assistance Program(WAP) funded through the U.S. Department of Energy (DOE).
Each CAA is governed by a board of directors consisting of at least one-third low-income community members, one-third public officials, and up to one-third private sector leaders. This board structure is defined by federal statute and is known as a tripartite board.

LBCAP can help you with two separate energy assistance programs. The Home Energy Assistance Program (HEAP) provides financial and home improvement assistance to offset energy costs. The SCE Energy Savings Assistance Program can give you a significant discount on your SCE bills.

Every January-October, LBCAP operates a Volunteer Income Tax Assistance (VITA) site, where volunteers prepare your income taxes for free.

LBCAP offers an unique Leadership ARTS Mentoring Program, which helps Long Beach youth aged 14–24 develop self-confidence, overcome personal barriers, and shift from a poverty mentality to one of hope and aspiration. The program focuses on artistic expression and creative careers.

LBCAP also works with a variety of community agencies to meet the needs of Long Beach and Eastern L.A. County residents, including educational institutions, public and nonprofit organizations, and local businesses.
