Balendra Shah, known as Balen Shah or simply Balen, is a Nepalese rapper, structural engineer, and politician, currently serving as the 15th mayor of Kathmandu since 2022. Born on April 27, 1990, in Naradevi, Kathmandu, to a Newar Buddhist family of Maithil Madhesi origin, he is the first independent candidate to win the mayoral election, defeating candidates from major parties like Nepali Congress and CPN (UML). His rise to prominence began in the Nepalese hip-hop scene in 2012, with politically charged music addressing issues like corruption. As mayor, Shah has focused on anti-corruption, waste management, road traffic control, and promoting Buddhist tourist sites, earning both supporters and critics for his direct-action approach, including his controversial “Dozer Campaign” to demolish illegal structures.
Shah’s reformist governance and vocal support for Nepal’s Gen Z protesters during the 2025 anti-government protests, which led to the resignation of Prime Minister K.P. Sharma Oli, have made him a symbol of change. The protests, sparked by a social media ban, saw 19 deaths and hundreds injured, with Shah urging restraint while backing the youth’s demands for accountability. Many Gen Z protesters have rallied behind him as a potential interim prime minister, praising his independent stance and alignment with their aspirations. However, he has not officially declared candidacy for the role. His placement of a “Greater Nepal” map in his office in 2023 stirred controversy, particularly in India, due to its irredentist implications.
