Kimberly Miller Shepherd graduated magna cum laude from App State in 1997 with a bachelor’s degree in mathematics-secondary education. She also holds a Master of Business Administration from Gardner-Webb University.

Shepherd is chief executive officer of SkyLine Membership Corp. — one of the largest telecommunication cooperatives in the nation — based in West Jefferson. She has worked for the cooperative for 28 years, assuming her current role in July 2018. Prior to being named CEO, Shepherd served as chief management officer, overseeing all operations of the company and playing a pivotal role in the expansion of broadband internet access in rural communities across North Carolina.

Shepherd is a member of multiple industry boards, including Carolina West Wireless, Telcom Insurance Group, AccessOn Networks Inc., the Carolina-Virginias Broadband Membership Association, the North Carolina Broadband Cooperative Coalition and the Tennessee Broadband Association, and is also a member of the North Carolina Rural Center. She serves on App State’s Board of Trustees and chaired the board from 2021 to 2023. Shepherd previously served on the App State Foundation Board of Directors from 2020 to 2023.

Shepherd attends Pleasant View Baptist Church in Lansing, where she serves as church clerk. She loves to spend time with her husband, Derek, their children, Ethan and Emma, and their three grandchildren on their family farm, which was previously owned by Shepherd’s grandfather, an alumnus of Appalachian State Teachers College.
