About the speakers:
Andrew Donaldson: Andrew has a background in electronic design and manufacturing, focusing primarily on integrating electronics into automotive and commercial products. Since 2010, he has specialized in the emerging Vehicle-to-Everything (V2X) market. His V2X experience includes work on the USDOT's DSRC certification program and delivering on-vehicle hardware and applications for the University of Michigan Ann Arbor Connected Vehicle Test Environment (AACVTE) and the USDOT New York City Connected Vehicle Pilot. Currently, Andrew manages the Ann Arbor Smart Intersections Project and the Ann Arbor Connected Vehicle Environment 2.0 for the University of Michigan Transportation Research Institute.

Henry Liu: Dr. Henry Liu is the Bruce D. Greenshields Collegiate Professor of Engineering and the Director of the U-M Transportation Research Institute (UMTRI) at the University of Michigan, Ann Arbor. He is a professor in Civil and Environmental Engineering (CEE) and a professor in Mechanical Engineering. He is also the Director for the Center for Connected and Automated Transportation, which is USDOT’s Region 5 University Transportation Center. Prof. Liu founded the Transportation Engineering Program at the University of Michigan, which currently has 4 tenured and tenure-track faculty members. From 2017 to 2019, he was the Chief Scientist for DiDi Global, Inc., where he established and led the Smart Transportation Business Unit. Prior to joining the University of Michigan, Prof. Liu was an Assistant then Associate Professor of Civil Engineering at the University of Minnesota, Twin Cities. Prof. Liu received his Ph.D. degree in Civil and Environmental Engineering from the University of Wisconsin at Madison in 2000 and his bachelor’s degree in automotive engineering from Tsinghua University in China in 1993.

Luke Liu: Luke brings 19 years of experience across both consulting and public service, with deep expertise in transportation safety and operations. Prior to rejoining AECOM, he served as Transportation Engineer and Interim Transportation Manager for the City of Ann Arbor. He has worked on capital projects throughout the full lifecycle, from concept development and design to programming, construction, operations, and maintenance. Luke keeps the focus on delivering values outlined in City’s master plans and understands the importance of consistent coordination among system planning, engineering, and research. He has been involved in supporting connected vehicle deployment efforts since 2015.

Erin Milligan: Erin Milligan is CEO of ‪@p3mobility490‬, a software and consulting Company which supports the private financing and monetization of V2X services for connected and automated vehicles. Erin has a diverse leadership and business background which includes top operational and Board level roles in start-ups, growth stage companies, not-for-profit organizations and large for-profit enterprises. For the last 15 years she has worked to invest in and build companies with disruptive technologies including software, media and gaming as well as innovative funding models. She is an active member in a variety of industry organizations including Intelligent Transportation Society of America (ITSA), Center for Connected and Automated Transportation (CCaT) and Praxis Labs. She is dedicated to mentoring entrepreneurs and to innovation in the fields of automotive, technology, education and investment. Erin also has a rich consulting background and significant C-level management consulting expertise with Fortune 1000 companies. She was a Worldwide Partner and Practice Leader at Mercer, one of the world’s largest global consulting firms and worked at their offices in both Canada and the USA. She holds a JD from York University and a BA in Mathematics from University of Western Ontario. Erin is a dual Canadian-US citizen who has resided in the US for over 20 years, spending time and building networks in multiple locations across North America.
