This tutorial uses the snap settings in the Document Properties dialog. In recent releases of Inkscape the snap settings are now available via a dedicated snap toolbar instead.

There's also now also now a Polar Coordinates option in the Object ‣ Arrange dialog which can be used to get this result. See part 41 of my own tutorial series in Full Circle Magazine (https://fullcirclemagazine.org/inksca...)
