Welcome to XPLR NASH, where we explore the stories shaping Nashville. In this episode, we had the honor of hosting Vivian Wilhoite, Davidson County Property Assessor and a trailblazer in local politics.

Vivian, the first African American to hold her position in Davidson County, has made significant strides since taking office in 2016. Her office, responsible for over 276,851 properties, plays a crucial role in about 52% of the Metropolitan Nashville and Davidson County budget.

Under Vivian's leadership, the office achieved historic milestones during the 2017 and 2021 Reappraisals, reaching a $29.7 billion valuation in 2017—the largest increase in county history. The team received the Certificate of Excellence in Assessment Administration from the International Association of Assessing Officers in 2019.

Despite the challenges of the pandemic, the 2021 Reappraisal, under Vivian's guidance, once again yielded historic results. Over 250 community meetings were held to explain the process and address property owners' concerns.

Vivian implemented transformative changes, including a new Computer-Assisted Mass Appraisal System and a professional development policy that increased the number of credentialed deputy-appraisers. Safety measures, like a professional dress standard for field appraisers, were introduced.

Recognizing the importance of diversity, Vivian increased representation for women and people of color, alongside establishing competitive pay structures.

Her leadership has garnered accolades, including the Tennessee Association of Assessing Officers Three-Star Certification, Nashville Business Journal's Best in Business Award, and The Senator Thelma Harper Award in 2023.

Successfully re-elected in 2020, Vivian's continued commitment to public service and Davidson County's betterment is inspiring. She is also running for re-election in the current vote that is taking place in Nashville, with the last of voting in Early March.
