নাফ নদীতে ১৯৬৬ সালে সীমান্ত নিস্পত্তির সময় তৎকালীন পাকিস্তান, মানে বর্তমান বাংলাদেশ ও বার্মা সরকার একটি চুক্তিতে উপনীত হয়। এই চুক্তির সিদ্ধান্ত অনুযায়ী নাফ নদীর খাদের মাঝের অংশকে দুই দেশের সীমান্ত হিসাবে ঠিক করা হয়। মিয়ানমার অংশে নাফ নদীর ১২টি প্রশাখা আছে। চুক্তি অনুযায়ী বার্মা সরকার সে প্রশাখা গুলোতে এমন কোনো পদক্ষেপ নিতে পারতো না যা নাফ নদীর গতি পথে বড়ো সরো পরিবর্তন আন্তে পারে। কারণ সব কিছুর উপরে নাফ নদীর খাদের মধ্যভাগকেই আন্তর্জাতিক সীমারেখা হিসাবে সাব্যস্ত করা হয়েছিল। কিন্তু মিয়ানমার সরকার এই চুক্তি অগ্রাহ্য করে ২০০০ সাল পর্যন্ত ১২ তীর ভিতর ১১টিতেই বাঁধ নির্মাণ করে।


এতে করে নাফ নদীর মূল প্রবাহ বাংলাদেশের দিকে সরে আসে এবং প্রায় আড়াই হাজার একর ভূখণ্ড বাংলাদেশ হারিয়ে ফেলে। ২০০০ সালে মিয়ানমার সর্বশেষ প্রশাখাতেও বাঁধ দিতে চাইলে দুই দেশের সীমান্ত রক্ষীদের মধ্যে উত্তেজনার সূত্রপাত হয়।

During the border settlement in 1966 on the Naf River, the then Pakistan, which is now Bangladesh, and the Burmese government reached an agreement. According to the decision of this agreement, the middle part of the Naf River was fixed as the border of the two countries. There are 12 branches of the Naf River in the Myanmar part. According to the agreement, the Burmese government could not take any steps in those branches that could cause a major change in the course of the Naf River. Because above all, the middle part of the Naf River was established as the international border. But the Myanmar government ignored this agreement and built dams on 11 of the 12 banks until 2000.

As a result, the main flow of the Naf River shifted towards Bangladesh and Bangladesh lost about 2500 acres of land. In 2000, when Myanmar wanted to build a dam on the last branch as well, tension began between the border guards of the two countries.
