A solution has been Provided for some of the confusions related to the registration of converted but not developed land and creating e-khatas for roads, parks, and play grounds in approved layouts by the respective planning authorities. Through a joint decision by the Revenue , Rural-Panchayat Raj, Urban Development and Municipal Administration Department. significant steps have been taken to resolve issues related to e-khata and registration.

1) Registration of converted but undeveloped land under RTC:

Public were facing problems in registering lands that were converted but not yet developed . Obtaining e-katha for such lands from urban or rural local bodies was very challenging. Even if Kathas were obtained from urban/rural local bodies, such lands were treated as land developed and hence attracting much higher stamps and registration charges. This was an unreasonable burden on the public.

Now, government has enabled to reflect converted but undeveloped land in Bhoomi RTC. Transactions can also take place on the basis of RTC entries. Registrations System in Kaveri 2 is integrated with bhoomi data base to ensure smoth process. Stamp and registration charges will also be levied at the appropriate rate thereby reducing the burden on the public.

2) Registration of Relinquishment Deed

Roads, parks and play ground in approved layouts must be relinquished to local bodies before sites in those layouts can be sold to public. In order to relinquish such asset katha is required. This process had thrown some challenges. Lack of clarity had slowed down sales in approved layouts.

Government has now come up with solution. Department of Municipal Administration (DMA) has issued a circular to creat e-katha for roads, parks, play ground in the name of original land owners/developer and then relinquish these assets to local bodies. Department of Rural Development and Panchayat Raj (RDPR) Urban Development (BBMP) have also agreed with this solution. Necessary changes are being made to the respective e-katha systems to enable this provision.
