Delay in convening the Departmental Promotion Committee
• DOPT vide its OM dated 8.5.2017 stipulates DPC is to be convened in advance and model calendar was communicated.
• Despite that there is a delay in convening DPC resultantly many deprived of promotion at the time of retirement.
• It should be ensured to meet in time and year wise consideration should be made.
• If official on promotion could not join due to retirement their name may not be recommended.
• The DPC should be convened in advance as per the model calendar.
• Crucial date of determining eligibility – 1st January of the vacancy year.
• APAR/ Seniority list etc – January to April of the preceding vacancy year.
• Last date of sending proposal to DPC – 30th April preceding the vacancy year.
• DPC to be held – May – October of the preceding vacancy year.
• Follow up action on DPC Minutes – November – December of preceding vacancy year.
• Approved select panel to be released before – 31st December of preceding vacancy year.
