ANCHOR QUESTION OFF-CAMERA (ENGLISH) SAYING:
The official debate on net neutrality has started. The FCC has voted 3-2 to formally propose rules that could allow pay-for-priority Internet deals. So it was a close vote, very controversial one. How does this now set up the tone of the debate?
TED SCHADLER, ANALYST, FORRESTER RESEARCH (ENGLISH) SAYING:
Well, the debate here is shaped by kind of two things: one is the need to provide great Internet service to the home; and the second is the ability to create great services- content services - think, Netflix or Google YouTube - also to the home. And those two things are a little bit in conflict. So that's really the nature of the debate going on here is how to balance those two things out.
ANCHOR QUESTION OFF-CAMERA (ENGLISH) SAYING:
You and some of the FCC commissioners frankly think there's a lot of harm- or at least some harm in having the proposal even out there. Why?
TED SCHADLER, ANALYST, FORRESTER RESEARCH (ENGLISH) SAYING:
Well, you have to talk about these things. If you just leave the market untouched, un-talked about, kind of un- I wouldn't use the word regulation; I think that's too strong a word. But if you don't create an environment in which there's motivation to invest in better broadband and also motivation to deliver great services to the home on top of that broadband then things stagnate. So right now, the US is far behind other countries in having great broadband to the home, which limits us. It has economic drag because you can't build better things. You can't do things like video conferencing for education as easily. So we're limited when we don't have great broadband coming into our homes. But by the same token, if we make it hard to get to the home if you're a content owner or a business service provider and you need to use the Internet to get there, you can't shut those people down either. So you really do have to work this out in a way that it's both motivating companies to invest in better b...
