Parliament returned from recess this afternoon, to handle some critical bills and motions but the numbers required to pass a bill or motion were not enough. One of the items on the order paper was the Non- Governmental Organizations Bill. However, lawmakers from both the opposition and the ruling sides, criticized the minister of internal affairs Aronda Nyakarima for introducing a clause in the Bill, that is a duplicate of another. This one concerns the creation of an NGO regulation bureau that empowers and scrutinizes NGO’s operating in Uganda, something that the National Regulation and Service bureau is already doing.
