This is the Settlers video game music by Haiko Ruttmann, working for Blue Byte in 1993. Perhaps best described as orchestral folk music. There is development in the composition, but the sound is more closer to minimalism. The originality of the composition is striking. It is difficult to find anything comparable from anywhere else. Ruttmann scored other games for Blue Byte, but never produced anything close to the magic like this.

The video is captured from "Serf City", a PC-DOS version of the game. Music is produced with GUSIW-PPL with custom tunings.
