Many former councillors, including ex-mayors, will not be able to contest from the seats they previously represented, in the next Bruhat Bengaluru Mahanagara Palike (BBMP) elections, expected to be held early next year. About six months after notifying the delimitation of wards, the Urban Development Department (UDD) on Monday released gender and caste-based reservation for all the wards.
Around 50 per cent of the 198 BBMP wards have been reserved for women, as done in 2015. While around 63 wards have been reserved for candidates from Other Backward Castes (OBCs), about 24 wards have been reserved for Scheduled Caste (SC) and Scheduled Tribe (ST) candidates. The remaining 111 wards have been reserved under general category and women can contest too.
The reshuffle is likely to throw the election arithmetic off for many candidates. The wards represented by former mayors Manjunath Reddy and Sampath Raj have been reserved for women. During the recent delimitation exercise, the wards represented by former mayors G Padmavathi and Gangambike Mallikarjun were absorbed into other wards. Only Goutham Kumar of Jogupalya, also an ex-mayor, will get to contest from the same ward as no changes have been made during the newly-released reservation list.
Congress leader Abdul Wajeed cried foul over the process adopted by the government to change reservation of BBMP wards. “The wards represented by many vocal leaders of the party including former mayors have been changed only to ensure they do not get re-elected to the council. We also see the handi-work of the RSS with the government reserving wards with high number of minority population reserved for OBC,
SC/ST or women. This is being done to ensure the Muslim community does not get adequate representation in the council,” he said.
“We will bring up the issue with our party leaders. We will also object the reservation list legally,” he added.
BJP leader and former councilor Padmanabh Reddy said such allegations are made every time the reservation list is out. “The government has only followed the rules,” he said.
Citizens are given seven days to submit objections to the reservation list, if any.
By releasing the delimitation of wards and the reservation list, the government has paved the way for conducting BBMP elections, following instructions from the High Court. Currently, the state election commission is in the process of preparing and updating the electoral rolls. Sources said the election could be held by early next year. Simultaneously, the government is also working on the new BBMP Bill that proposes a 2.5 year term for the mayor and increasing the number of wards to 225.
