The Bully is a Legendary weapon that you can get to drop from the Core Observer boss fight. The Core Observer can be found in the Blacklime Bunker, which is north from Launchpad (the first fast travel place you get in The Howl). In order to unlock the door to Blacklime Bunker, however, you will have to progress the story far enough to be able to use Locust Cannisters. You will be able to do this after completing the One Fell Swoop main mission.
Once you have found the door to the bunker, and used the Locust Cannister nearby to open it, progress through the linear path until you get to the boss room. here, you will have to fight the Core Observer.
During the first phase of the fight, the boss will fly around the room shooting at you, sending drones to shoot at you, and will also send a cluster of bombs at you that will explode into caustic damage (iirc). Once you have gotten the first bar down all the way, the second phase will begin.
During the second phase, the Core Observer will use the same attacks as the first phase, but it will also now sometimes fire a yellow beam of energy at you that will follow you, dealing damage quickly if you stand in the beam. This attack lasts for a while, so make sure to use cover if you need to!
During the third (and final) phase, the Core Observer will do all previous attacks, but now it will also stop and spin in place. When it does this, it will shoot thin lasers in all directions, and these lasers will ricochet a few times before disappearing. These lasers cause cryo damage.
Once you have finished off the last "health" bar of the Core Observer, it will die and drop loot. If you are lucky, it may drop the Bully for you! The Bully is an Order pistol that has Defense Protocol as a special ability. Defense Protocol launches attack drones at enemies when your gun shields are activated (when you ADS). It also has a short charge time before firing very fast.
As for the Rick and Morty reference, the description for the gun simply states "Keep Summer safe." This quote comes from Season 2, episode 6: The Ricks Must Be Crazy. At the start of the episode, Rick's flying car won't start, so he takes Morty with him into the Microverse Battery that powers it so they can figure out what is wrong with it. Before they leave, he tells his flying car to "Keep Summer safe." Throughout the episode, the ship's main objective is to keep Summer safe, which leads to some pretty funny, bloody moments.
After getting this weapon and noticing the Rick and Morty reference in the gun's description, I watched the episode again because I don't remember a weapon like this in that episode. After watching it, I don't see exactly what the reference is referring to outside of Rick telling his flying car to "keep Summer safe." If anyone has a better idea of why this gun is referencing Rick and Morty, please share in the comments! It HAS been a while since I have watched the show, so I know I am missing the full picture of why this weapon is in the game, and how it is connected to the Rick and Morty universe.
