Why can't I move the app or remove the app from the Home screen of Android device (Samsung)

Now if I try to move the icons of the home screen by pressing and trying to drag you can see can't move item. Also if I try to uninstall the icon from the home screen you can see remove from home is disabled. So if you want to enable this feature then what you have to do is you have to go to this option settings. Then go to Display and you have to go to this option Home screen. If you see there is an option here lock home screen layout which is right now enabled and if you enable this feature then what happens is it will prevent items on the home screen from being removed or repositioned. So if I disable this option and if I try to remove this app from home screen, now in this case you can see I can remove the icon from home screen and if I try to move and drag it to the other position then I can do it.
