Citizen Participation and Engagement in Bhutan

Bhutan's recent transition to a democratic system has brought with it the opportunity for citizens to actively participate in shaping their nation's future. This webtalk aims to explore the evolving role of Bhutanese citizens in the democratic process, highlighting both the progress made and the ongoing challenges.
Additionally, it will showcase successful initiatives that promote civic engagement and ensure the participation of citizens from all walks of life for a thriving democracy.

Dr. Chencho Lhamu
An educator by profession, Chencho was part of a pioneering team at the Royal Education Council dedicated to reshaping national education, reimagining teacher education, revamping educational policies, and crafting innovative curricula while bolstering the professional development of educators. Her recent leadership as the Executive Director of the Bhutan Centre for Media and Democracy marked a significant milestone. Here, she spearheaded initiatives designed to empower marginalized groups, foster critical thinking, and facilitate participatory and inclusive policy discussions and planning.

Hon. Tshering Tshomo
is a Bhutanese politician and former teacher. During the 2023 election, she was the only woman directly elected to serve in the National Council, representing Zhemgang District. Tshering Tshomo formally took up her role on the National Council on 10 May 2023. While she was the only female candidate directly elected to the National Council.

Sangay Khandu
brings nearly two decades of public and private sector experience. As a two-term Member of Parliament for Gasa Dzongkhag, he championed legislative reforms in Right to Information and Legal Aid, enhancing transparency and citizen empowerment. He also spearheaded a study on hydroelectricity to electrify the remote Lunana region. Currently, Sangay is active in promoting an informed and equitable Bhutan through his role as co-founder of the Center for Local Governance and Research.

Kinley Tshering
is a seasoned media professional, creative director, and writer with an M.A. in Convergent Journalism from AJK Mass Communication and Research Center, New Delhi. Currently Managing Editor at Kuensel, he has also served as Creative Director at Samuh Mediatech and held board positions with the Film Association of Bhutan and Journalist Association of Bhutan.

Karma Dupchen
Based in Germany for the past seven years, Karma Dupchen is an ESG specialist in the European real estate market. With a focus on sustainability, he develops frameworks for standing assets to align with global climate targets and ensure compliance with international environmental standards.
