2. SOUNDBITE (English) General Mark Milley, Chairman of the Joint Chiefs of Staff:
"I'll leave official announcements of whether an offensive has started or not started to the Ukrainians, but clearly there's additional activity, as you know, being reported in the media. There's activity throughout Russian-occupied Ukraine and fighting has picked up a bit. But I'll leave it to the Ukrainians to determine that."

4. SOUNDBITE (English) General Mark Milley, Chairman of the Joint Chiefs of Staff:
"You know, the United States, our allies and partners in Europe and around the world have been supporting Ukraine. We've been helping them in terms of equipment and munitions, as you well know. And we've been working with them in training and intelligence, you know, in a wide variety of other activities. So it's our estimation that the Ukrainian military is well prepared for whatever they do. They choose to fight in the offence or fight in the defence. They're well-prepared.”

7. SOUNDBITE (English) General Mark Milley, Chairman Joint Chiefs of Staff:
"I would also say that like the Battle of Normandy or any other major battle, warfare is a give and take, it’s a very dynamic interaction between two competing wills, two competing sides that are fighting in the most violent of human activity. So there'll be days in which you see a lot of activity. Other days you may see very little activity. There'll be offensive actions and defensive actions. So this will be a back and forth fight for a considerable length of time.”

9. SOUNDBITE (English) General Mark Milley, Chairman of the Joint Chiefs of Staff:
“Yes, I think that the Ukrainian military has, first of all, fought an extraordinary fight for the existence of Ukraine since the Russian invasion. They did a tremendous job in the defence, and that lasted from February through the middle of the late summer sort of thing of last year. Then they conducted two offensive operations, one up in the Kharkiv area, another down in Kherson, very successful. Then they went into a bit of a static period of a back and forth exchange, significant amounts of battle of attrition, if you will, during the winter months. And a lot of training went into that, a lot of supplies, a lot of ammunition was provided by other countries, to include the United States. And then they've been training now we think, pretty well in combined arms operations. So I think they're prepared for what they think they need to do, no matter what type of operation they run.”

11. SOUNDBITE (English) General Mark Milley, Chairman of the Joint Chiefs of Staff:
“But again, I put, I always put a cautionary note here. This is a war. And there is give and take on each side. And war is very dynamic. So there's no guarantees of any particular outcome. But I do think they're pretty well prepared.”
