Warlord: Saga of the Storm CCG | 4th Edition APS 7 Unboxing

Unboxing a 4th Edition Adventure Path Set #7 box containing a deck with Queen Yahia and Sanga-Kish and one containing Sigurdur. Generally a bit confused about this one. Please let me know if you know what's up with the intent behind the Mercenary/The Chosen deck.

I'm guessing, given the fixed distribution, and The Chosen being a new addition with 4th Edition they were trying to cram them in and give them more slots in these products to fill out the card pool. It just strikes me as an odd way to collate it. I'd assume you want to run The Chosen leader if you're just using these decks out of the box, in which case I would expect him to be the first card and have Queen Yahia be somewhere in the back 5 cards. Puzzling to me that there's no explanation for it in the insert, but perhaps it was explained via other channels at the time or perhaps it's just poor design choices and players had to puzzle it out back then as well.
