2.At the airport
Proceed to VAT Refund Counter First
Customs: before baggage checkin, in present of form for both white and yellow your receipts, and goods at the customs counters they will inspect and your items and stamp white form
So go early. For below 10k baht vat refund no need to go to customs but you still need the stamp
3.After Immigration you need to visit VAT refund office to claim your refund
