Forbidden Jutsus are dangerous techniques used in the Naruto series. Izanagi, the Reaper Death Seal, the Shadow Clone Jutsu, the Rasenshuriken, the 8 Gates, Tsunade's Mitotic, the Regeneration, and the Edo Tensei are all forbidden jutsus.

But even thougj they are forbidden, characters use these jutsus all the time, and they don't seem to be prosecuted for doing so. Why is that the case? How come forbidden jutsus are not actually forbidden in the Naruto verse?
