Video guide for overseas Filipino workers (OFWs) arriving via international flights at the Mactan-Cebu International Airport. I would like to request for the dissemination of this guide to all the licensed manning agencies (LMAs) for their reference. Please be advised that said guide is subject to change since the procedures are continuously being improved by various stakeholders involved in order to better serve our arriving OFWs at the airport.

LMAs must coordinate with OWWA prior to the scheduled flight of their crew. Refer them to partner hotels that are DOT-accredited and DOH-inspected. Since Cebu City is presently under Enhanced Community Quarantine (ECQ), arriving OFWs via international flights are advised to be billeted in Lapu-Lapu City where the airport is located.

Moreover, due to Cebu City’s ECQ status, most of the flights and boat trip schedules to other areas outside Region 7 are not available. Hence, it would be convenient for the OFWs who are not from Region 7 to take their connecting flights to Manila and avail of sweeper flights to their respective home provinces (other areas in the Visayas, Mindanao and Luzon).

Arrival Flow at MCIA
All arriving international passengers are reminded to strictly adhere to the following protocols upon check-in at their port of origin and upon arrival at MCIA:

Must undergo mandatory RT-PCR swab test upon arrival at MCIA
Must have a confirmed hotel accommodation prior to departure to Cebu
For returning non-OFW Filipinos and/or foreign nationals, the cost for swab test and hotel accommodation shall be shouldered by the passenger
Must complete the online form prior to departure

Check-in from Port of Departure
Upon check-in, Airlines to remind passengers of the following:

Mandatory swab tests shall be performed upon arrival
For Non-OFW’s, testing fee and hotel accommodations shall be shouldered by the passengers
A hotel booking confirmation is required
COVID19 RT-PCR Test of P4,900.00 for non-OFWs/Seafarers
