The Brotherhood Recon Armor is live for a while now, ever since the Fallout 76 Steel Dawn DLC went live but hardly anyone managed to get legendary versions yet. Why though? Well, the drop rates are astronomically low. It's difficult enough to loot the full Recon Armor Plans from Daily Ops as it is... Then, to roll the legendary prefix you want is close to impossible.

Still, I went ahead to discover the right formula to properly calculate the roll rates for a Recon Armor Set, a legendary set of the same type, one-piece, and other related drop rates. All assuming you have all the normal armor plans existent in-game and assuming you're trying to get it the easier way, through Purveyor Armor chests, which have a 100% to always roll a legendary armor.
