A controversial development plan along a popular Highway in Hixson has re-surfaced. A Chattanooga developer set his sights on the 190-acre parcel of land on Highway 153, back in 2011 and has tried to develop the land twice. But each time, people living nearby protested the construction. Some even created a campaign, called Don't chop the hilltop to fight it. In January, they thought they won the battle when City Council voted it down. But tonight they say their fears have once again resurfaced and they won't back down until they get the answers they say, they deserve.Ellie Wallis attended an informational meeting Wednesday, because she wants to know every detail about the proposed Chattanooga Village before it's built. It could be positioned right in her backyard.I do know that continued dialogue gets results and that's what we're doing here today is just continuing the dialogue with the developer, says Wallis.The development would sit right between Boy Scout Road and StoneRidge Drive on Highway 153. It would include new apartments, retail shops and corporate offices. Wallis and other people aren't necessarily opposed to the project, but hope developer Duane Horton will openly share his plans with them and address their concerns, their main complaint from his last attempts to build.The developer promised us that he would wait to file until he addressed all our concerns. But I do think it's going to be a long process and he's going to need to talk to us a lot more to address those concerns, says Wallis.Concerns include diminishing property values, increased traffic and storm water runoff. Horton says this time he will have an open dialogue with people in the area.There's not a development like this in Chattanooga. It exists in other communities and we're looking forward to ultimately providing an asset to the Chattanooga market that doesn't exist here and bringing that specifically to the Hixson community, says Horton.Horton says he doesn't want to put a timeline on when he will present City Council with a proposal because he says he wants enough time to get everyone's concerns ironed out beforehand.By Alyssa Spirato
