I install the brake shoes on the tractor.
I adjusted the brakes all the way up until the drums locked up then backed them off six clicks. both pedals are close to the same height once they are depressed.

the brake shoe retaining kit is sparex part number S.41483 it comes with the nails, washers, and springs to do both sides.
