Text tutorial:
1) install the game
2) go to ~\My Documents\My Games\Runic Games\Torchlight 2\save\(bunch of numbers)\
3) open the settings.txt file
4) press ctrl+f and find "console" (without quotes)
5) change 0 to 1 and save the text file
6) load the game
7) load a save game
8) press the INSERT button and you now have access to the console!
