According to U.S. export regulations, an export is any item sent from the United States to a foreign destination, organization or individual. Here are some examples of when an item is being exported:

—You’re sending it to a foreign embassy located in the U.S.
—It’s leaving the U.S. temporarily. Let’s say you’re taking your laptop with you on a business trip.
—It’s leaving the U.S., but it’s not for sale. For example, samples for a tradeshow.
—You’re sending it to a wholly-owned U.S. subsidy in a foreign country.
—You’re releasing—or sharing—technology or source code that is subject to U.S. export controls to a foreign national located in the U.S. This is “deemed” to be an export or, as the regs call it, a deemed export.

So, yes, you can be an exporter without sending anything out of the country.
