A Delhi court has sentenced Haryana gangster Vikas Gulia and his associate Dhirpal to rigorous life imprisonment under the Maharashtra Control of Organised Crime Act (MCOCA), while refusing to award the death penalty.
Additional Sessions Judge Vandana Jain held that the case did not fall within the “rarest of the rare” category required for capital punishment. The prosecution had sought death penalty citing the convicts’ criminal history and misuse of bail.
The Court noted the terror created by the accused through crimes such as murder, extortion and intimidation, and emphasised that MCOCA was enacted to curb organised crime threatening public order.
