The breakout I use does not support USB-C to C. The breakout board does not have any resistors installed to limit it to USB2.0, however I have attached below some proper new breakouts you can buy which has the resistor.

I added some after the video to mine, so if you want a compliant solution, you will at minimum need a 56K Ohm resistor between CC and VCC. You can only use this with USB Male A to USB Type C cables and not C-C cables.
