Is this a good time to buy TLT, the long term bond index ETF?

Bond funds go up when interest rates fall. The Federal Reserve is expected to drop rates a couple of times this year. Bond ETFs such as TLT should perform well when it happens. Is getting in early a good idea? Here are my thoughts.
