Burlington Northern Railroad planted seeds for what was to become known as Precision Scheduled Railroading in the late 1980s under the leadership of Hunter Harrison, VP Service Design. The goal of the Service Design effort was to make BN a fully scheduled railroad to improve customer service, asset productivity, employee quality of life, and return on assets. While the priority of railroads to that point had been primarily on running trains on-time, the primary SD focus was on scheduling the movement of cars because that is what the majority of rail customers purchased and cars in general freight service were undermanaged as an asset class. Trains could run on-time but it didn't matter to the customer if his or her cars were not on the right train. Harrison left BN to become the Chief Transportation Officer of Illinois Central Railroad on March 1, 1989.

His position was ultimately filled by Mark Cane on September 15, 1989. The effort to operate a fully scheduled railroad intensified, including maintenance scheduling in order to minimize customer service disruption and maximize track gang productivity. This was an overwhelming task given the complexity of rail operations.

This video is the second segment of four. It continues a presentation Cane delivered to BN's Marketing and Sales organization on June 6, 1990. Cane explains how BN's Service Design standards were imbedded in the Operating Department's goals and how standards were developed within the underlying components supporting the Service Design process, including details about zones, terminal tables and their marriage with train schedules. In addition to educating Marketing and Sales about this initiative, the purpose of the presentation was to solicit their support to make sure BN's service standards reflected what the market valued. The goal was for BN to be customer driven so that it would make what it could profitably sell rather than sell what it made.

This segment is followed by one segment of similar size and completed in a final segment lasting less than 3 minutes.

This effort evolved at BN into what became known as Precision Execution within a year. It ran into severe challenges during the devastating and ongoing floods of 1993 which BN struggled to recover from due to locomotive shortages and a cost minimization focus on operating ratio. This situation is explained extensively Volumes II and III of Cane's book about BN's Intermodal history called "Against All Odds."

Hunter Harrison took this original vision of Precision Scheduled Railroading with him and successfully implemented it on the IC, Canadian National, and Canadian Pacific Railroads. Precision Scheduled Railroading arguably evolved into a scheme to run long trains to drive low operating ratios.

Hopefully the perspective provided by these videos will show what the concept of Precision Scheduled Railroading was originally built on as well as help the viewer get a sense for the complexity or rail operations.
