On Nov.2, 2018, I, Zorikh Lequidre, attempted to ask the new building manager, Antonio Hernan Cook, about the renovations he was overseeing on the second floor of 182 Graham Ave.

The second floor had been five individual SRO units (rooms) since at least the early 1990's, although the Certificate of Occupancy said that the entire 4-tory building only had four rental units (apartments). DHCR had identified ten more SRO units on the 3rd and 4th floors. Since this meant that the building had more than five unit and was built before 1974, it was subject to Rent Stabilization Laws.

These laws make it more difficult to evict tenants and limit the allowable annual increase in rent. The landlord, understandably, wanted to re-convert the building back into fewer than 6 units, which would also bring it back into compliance with its own Certificate of Occupancy.

Antonio Cook was brought in to facilitate this process, and to start, he had the tenants on the second floor (a father and son, and a senior citizen) to two empty rooms n the third floor, and renovated the entire second floor into one apartment.

Previous videos on this channel show some of the earlier steps in this process. In this video you can see how walls and doors are being removed and replaced, thus changing the configuration of the floor. This was all done without permits being posted, with labor of unknown license, and without informing the tenants of the building. So I decided to ask him about it.
