Steps:

Open up the Signal app and open the chat that the message you would like to forward is in.

Hold down on the message and an options menu will appear, tap on the arrow that is pointing to the right.

Now select the person or people that you would like to forward the message to.

Tap the blue arrow in the bottom right corner.

Then tap send. The message will now be forwarded to that person.
