Okay guys here's how to do it. Also I tested it out on 1.09 and it works.

STEPS:

Step 1: Goto Diamond City, and then to Arturo. (select barter)

Step 2: Buy 4 shipments of copper. (rest for 48 hours for his stock to reset so you can buy the shipments again after he runs out). (if your low on caps, then do step 8 with another material until you have enough to purchase 4 copper shipments. (I'd suggest going for nuclear material because it sells for the most).

Step 3: Goto a any ( preferably small) settlement and then go near your workshop.

Step 5: Drop the 4 shipments of copper and access workshop mode.

Step 6: hover over one shipment and then press SQUARE and hold CIRCLE at the same time until you see the overlapping screen. (if it doesn't work, try pressing SQUARE first and then right away hold CIRCLE). While holding CIRCLE, press X and then select yes. (you can let go of CIRCLE after pressing X if you want).

Step 7: Repeat step 6 until you have 1000 Copper.

Step 8: Once you have 1000 copper, take it out of your workshop and drop it. Then do the same thing as in step 6, but with the 1000 copper. (oh and once you do step 6, the shipments will be in your workshop, so take them out and do step 7).

Step 9: Once you have around 20,000+ copper, goto an open space and build the baseball statues. I believe if you don't have them unlocked, you can unlock them from collecting the picket fences magazines.

Step 10: Once you reach the building max of the settlement, just spam SQUARE and X. (Also it's important to have a high intelligence as you gain more exp. SO use mentats and get the Night Person perk to lvl 2, and then do the glitch after 6:00pm.
