Both Medicare and Medicaid are federal subsidies to provide healthcare to people who qualify for those types of things. Medicare fraud would simply be where a medical provider, such as someone doing diagnostic tests such as CAT scans or MRIs or something of that nature, or doctors are performing procedures for patients and then the federal government comes in, possibly through a grand jury investigation or something of that nature, and they look at it and say that none of these procedures were medically necessary or say that the doctors were having tests done that were not in the course of the normal medical practice and that the government, basically, the healthcare system was being billed needlessly and that money was being paid out which should not have been paid out because the doctors or medical providers were committing some kind of dishonest billing acts and that those were done intentionally.
