To OUTLINE A PERSON or An OBJECT In Premiere Pro is pretty simple. it simply means to add border or stroke around image

To outline an image in Adobe Premiere Pro, you can use the following steps:

3. **Duplicate the Image Layer**:
Hold `Alt` (Windows) or `Option` (Mac) and drag the image layer upward to duplicate it.

4. **Add the Gaussian Blur Effect**:
Select the bottom image layer.
Go to the `Effects` panel, search for `Gaussian Blur`, and drag it onto the bottom image layer.
In the `Effect Controls` panel, increase the `Blurriness` value until you achieve the desired blur effect.

Adjust the `Blurriness` and other effect settings in the `Effect Controls` panel until you get the perfect outline look.
