The Old Age Security pension is available to Canadian residents when they turn 65. However, you have choices to make about the OAS. If you wait to start receiving this pension, you will receive more money. The OAS increases by .6% per month to a maximum of 36% if you wait until you are 70 to start payments. The OAS is clawed back in a year that you earn more income than the threshold. So the strategy for high-income earners would be to delay taking your OAS until you are 70 because CRA is just going to claw it back anyway.
