UNCTAD's Creative Economy Programme was set-up, immediately after the mandates received at UNCTAD XI, held in June 2004. I Edna dos Santos-Duisenberg, was designated by the Secretary-General of UNCTAD to initiate and lead this work, which I proudly did until my retirement in June 2012.

UNCTAD's Creative Economy Programme was one of the very first organizational structure, inside and outside the UN, entirely devoted to this innovative topic. It looks into the linkages involving the economical, cultural, technological, social and environmental aspects of development. It was a big challenge to start the work from zero.

The structure of the Programme was developed around 3 main pillars:

(i) Policy-oriented research and analysis: To assist governments towards informed and evidence-based policy-making. To review and develop concepts, methodologies, data, information, cases, policy frameworks and regulations used for assessing the creative economy worldwide. To facilitate understanding of the key issues, examine market trends, identify possibilities for investments and business opportunities. The aim was also to identify feasible options for enhancing the creative economy with a view to promote a more inclusive and sustainable development. The main outcome of this work was the two UN Creative Economy Reports (2008 and 2010).

(ii) Consensus-building: To provide the UN platform and organize intergovernmental meetings to help Member Countries to move ahead the international debate, deliberations and facilitate international cooperation. UNCTAD Creative Programme was proactive in liaising and facilitating the articulation of an international agenda around the creative economy. To assist governments in the formulation of national policies and actions to foster their creative industries, and hence the creative economy.

(iii)Technical cooperation: To provide advisory services for public policies, institution-building, multilateral processes and new strategies. To design and implement technical cooperation projects, capacity-building activities, sharing best practices, case studies, information and business strategies.
