First, and perhaps most importantly, Hamas' goal was to provoke Israel into an impetuous response. Hamas does not have to think outside the box to foresee such a reaction—it has been Israeli policy since 2006 to conduct military campaigns based on the notion of collective punishment of civilian populations. The second and less predictable factor was the Israeli security establishment's poor performance, which included the Israeli Defense Force (IDF) and Israeli intelligence. However, this was simply the beginning of Israel's strategic loss at the hands of Hamas. The Israelis then mobilized over 300,000 reservists, the majority of whom were deployed to the Gaza front. While these troops were assembling, the Israeli Air Force launched a bombing campaign against Gaza's civilian infrastructure, including hospitals, mosques, schools, and refugee camps, shocking the world with its brutality. By rejecting the fundamental principles of international humanitarian law, Israel enabled itself to be labeled as a genocide perpetrator, and its actions against Gaza as war crimes.
