All toys for children under the age of 14 must have BIS certification on toys in accordance with the Toys (Quality Control) Order 2020. From 1st January 2021, All-electric and non-electric toys must have the BIS certification and ISI mark, and toys without the ISI mark are not allowed to be sold in India, according to the Bureau of Indian Standards (BIS).

Procedure for BIS certification on toys :

1. Go to Manak online : https://www.manakonline.in/MANAK/login
2. Create USER ID & Password
3. Generate test request
4. Submission of application with requisite documents
5. Payment of Govt. fee
6. Scrutiny of application by BIS officials
7. Audit of manufacturing premises by BIS officer
8. Sample seal by BIS officer for independent testing
9. Sample testing in BIS approved laboratory
10. Grant of BIS license to manufacturer

Important points related to the grant of BIS certification for toys :

1. Validity of BIS License or BIS certification for toys is 1 year.
2. Exemption of testing lab installation for micro units ( turnover less than 5 crores ) for BIS registration on toys
3. Importers and packers can also apply for BIS Certification on toys under the assembling and
packaging unit.
4. When applying for BIS Certification on toys, manufacturers, importers, and packers can subcontract machinery work to a third party by submitting a Job Work Agreement.
