Concrete and cement are not the same thing, there is a difference between the two and the names are not interchangeable. Cement is just one ingredient of concrete and concrete is the finished product that is made from multiple materials.

Cement is a powdered material made from iron, aluminum, calcium, limestone, and a number of other ingredients. Cement powder, usually called Portland cement, is mixed with sand, gravel, and water to make concrete. It acts as the binder for all of the materials that make concrete; it essentially glues the materials together and hardens. This hardened mixture of materials is concrete.

There are many people that confuse the words and use one to mean the other. The terms are not interchangeable meaning that they do not mean the same thing and cannot be used in place of each other. If you are not careful to use the correct terminology, you could end up with the wrong product. Cement is a powder and concrete is the hard stuff, like a sidewalk or patio.
