Returned this morning to do some shopping, and found Walmart responded to my concern about physically blocking Emergency Exits with pallets of mulch by removing the pallets of mulch & replacing them with a barricade​ of shopping carts.

After taking a short video & entering the store, I was almost immediately approached by the Walmart manager ( who I assume was concerned by my having videoed the carts blocking the doors), he was polite and asked if he could help me.

Had a calm conversation; explained that Store Management needed to remove the carts that were Blocking the Path of Egress & unlock the doors so they would be available as Exits in the event of an emergency.

Walked with the Store Manager to a set of the doors & showed him the lable at the top of the doors reading "These doors to remain unlocked during business hours".

After explaining the risk blocking paths of egress and emergency exits presented to the public & employees, the store managers answer to my concerns was "We are redirecting people to the open entrance".

He seemed very concerned with who I was...

Told him; I am first and foremost a customer with family who also shops in the store & am someone who along with all others in the store was being placed at risk with by this blatant disregard for public safety.

Secondarily I am someone who is interested in public safety, & that having been a member of The NFPA (National Fire Protection Association) for years I was concerned by the risk people in this building were being subjected to.

Our conversation left me with the distinct impression that store management had no intention of moving the carts & unlocking the doors.

Explained that since management;
(1) Repeatedly has physically locked one set of the main doors in the evenings making them unavailable as a path of egress during an emergency.
(2) Has now physically​ blocked a path of egress with pallets of mulch & after concerns of risk to the public was brought to corporates attention answered those concerns by;
(3) Removal of the pallet barricade, only to 'Re-Barricade' the path of egress with shopping carts.

Taking this into account, the only option left would be the notification of OSHA each time the doors are found locked & or blocked during business hours.

Explained that OSHA has fined Walmart for repeated violations of Blocking Paths of Egress in the past with fines in excess of $25,000.00 per occurrence.

After explaining about OSHA fines the Store Manager decided he was going to have the carts moved.

Returned home and called Walmart Corporate with a follow up on last night's call. Related the interaction with the store manager & stressed the need for Walmart to train their employees in maintaining clear path of egress during business hours.
