The Federation of Pakistan Chambers of Commerce and Industry (FPCCI), along with the Korangi and Bin Qasim trade associations, has urged the government to revise the Prime Minister’s proposed power incremental package ahead of NEPRA’s public hearing on November 11. The business bodies called for lowering the incremental tariff rate from Rs 22.98/kWh to Rs 16/kWh, arguing that the current plan offers limited relief and continues to burden industries with cross-subsidies amounting to Rs 131 billion.
The FPCCI proposed a simplified and transparent benchmarking formula based on a three-year weighted average of electricity consumption (50% from FY 2024–25, 30% from FY 2023–24, and 20% from FY 2022–23) to replace complex load factor and escalation rules. This, they said, would ensure fairness across all industrial categories and encourage a shift from captive to grid power. The association also warned that using a fixed reference period would unfairly penalize efficient industries and distort competition.
The FPCCI emphasized that the success of the package depends on clear, data-driven, and equitable calculations. Without key revisions and the gradual removal of cross-subsidies, it cautioned, the package could fail to boost industrial demand or competitiveness.
