The Encoders operates correctly when one and only one decimal input is high or active at a time. In an encoder circuit if two or more decimal inputs (corresponding switch) are pressed at a time then the encoder may not produce the correct encoded BCD output.
An encoder circuit that responds to just one input in accordance with some priority, when two or more inputs are applied at a time this is called a priority encoder.
