USAF EAM Emergency Action Message 12 8 25
Emergency Action Messages are military commands that the US military chain of command would use to launch a nuclear strike.

Emergency Action Messages (EAMs), crucial for US military nuclear command and control, are transmitted from the National Military Command Center (NMCC) at the Pentagon. If the NMCC is compromised, EAMs can be issued from the Alternate National Military Command Center - Site R at Raven Rock, Pennsylvania, or by US Air Force E-4B Nightwatch and US Navy E-6A Mercury aircraft. These messages are then sent to nuclear-capable commands and relayed to alert aircraft using the High Frequency Global Communications System (HFGCS).

Note that EAMs heard on HF may be training, test, or live. There us no way to tell from the audio. Also there is nothing in the audio that would enable decryption of the message.
