When some district officials supported Ruth Nyiraneza, the daughter of their NRM district chairman Philemon Mateke, to succeed her late sister, the plot first took on a more intricate form. The NRM, supported by President Museveni and the party chairman, first asked 12 contestants in the party primary to resign in favor of Ms. Akifeza after Ms. Nyiraneza withdrew early. Ms. Kabagyeni defeated Ms. Akifeza by 700 votes and won the party flag because seven people refused to give up. Mr. Museveni's command was also followed by five. Because Mateke openly supported Akifeza and asserted that NRM senior officials had forced Kabagyeni on the district, her victory caused a great deal of controversy. Ms. Akifeza later adopted an independent ticket, refused to accept defeat in the primary, and ultimately won the election.
