Combatting Financial Fraud - Reflections on The Central Bank of Ireland’s Inaugural Innovation Sandbox.

The Central Bank of Ireland formed a partnership to explore innovative technology for improving the KYC (know your customer) onboarding process, increase security, improve customer privacy, and enhance user experience.

In this session, Dave Tighe provided insights on how regulators are adapting to fast-paced technological change through innovation-focused strategies. He outlined the Central Bank of Ireland’s approach to supporting responsible innovation in the financial sector, including the development of the Innovation Hub and Sandbox Programmes.

The session highlighted the importance of collaboration – in this case between regulators, industry, and startups - and explored how regulatory frameworks can evolve to foster innovation while maintaining consumer protection and financial stability.

Dave Tighe is an experienced leader in innovation, regulation, fintech, and banking. As Innovation Strategy Manager at the Central Bank of Ireland, Dave plays a key role in shaping the regulatory approach to emerging technologies and market innovation. He is part of the Innovation Strategy and Policy Team, responsible for initiatives including the development of the Innovation Hub and Innovation Sandbox Programmes.

Prior to joining the Central Bank, Dave held senior leadership roles at Bank of Ireland, including Director of Customer Experience and Innovation and Head of Enterprise and Innovation, and worked in management consulting at KPMG Ireland. He holds a Chartered Banker qualification from the Institute of Bankers, an MBA from Manchester Business School, and a degree in English from Trinity College Dublin.
