In Season 2 of Mr. Robot, the FBI is on the trail of Elliot and his crew for the 5/9 hacks that crippled Evil Corp and the global economy.The FBI is investigating inside Evil Corp and Elliot must develop a way to hack their phones to eavesdrop on their conversations and find out what they know.

To do that, Elliot had Angela install a Femto-cell inside Evil Corp headquarters, specifically at the floor where the FBI happens to be working.

Once the femto-cell was connected to Evil Corp network and along with the fact that Elliot used a modified version of the firmware developed using OpenWRT, all the FBI special agents cellphone calls in the area will be routed through this modified device. Elliot can then divert and record all the calls to his remote location.
