The State of Cyber Diplomacy: Momentum, Inertia, or Something Else Altogether?

Given the cross-border nature of Cyberspace and unique characteristics of cyber diplomacy that differentiate it from other methods of conducting diplomacy, there are a distinct set of challenges faced by cyber diplomats. However, cyber diplomacy also represents both an opportunity and an imperative for states to enhance strategic advantages and advance national interests in Cyberspace.

This session provides a picture of the evolving state of cyber diplomacy, with discussions on the pace and progress of dialogue at the UN and other relevant fora, along with the future of multilateral cooperation and diplomacy in Cyberspace. This session highlights breakthroughs and areas of momentum in multilateral agreements while also focusing on greater opportunities for substantive progress in advancing international agreements on Cyberspace.
